With the retirement of Division Chief Teresa Kinstle, new leadership has been appointed to guide the division forward.
Chief Terrance Holmes has been named Acting Division Chief of Training, pending confirmation by City Council. Joining JFRD in 2003, Holmes has built a career defined by mentorship, respect, and a deep commitment to developing the next generation of firefighters. He holds a bachelor’s degree in Fire Administration from Columbia Southern University and has earned numerous accolades over his two decades of service, including lifesaving awards and unit citations. Holmes is especially proud of the firefighters who have advanced under his leadership, crediting their growth as his greatest accomplishment. Known for the mottos “It’s not on you, but in you” and “I treat the janitor and the CEO the same,” Holmes brings humility, integrity, and consistency to his role. Beyond the department, he dedicates time to mentoring youth in the community and speaking to students, encouraging them to pursue excellence.
Chief Holmes brings more than 20 years of service, leadership, and a passion for mentoring, continuing JFRD’s commitment to excellence in firefighter education and development.
Supporting him in this role is Deputy Division Chief Joshua R. Bullard. A 21-year veteran of JFRD, Bullard began his career at Station 21, one of the city’s HazMat stations, before joining the Training Division seven years ago. He has directed programs in recruit instruction, HazMat, Urban Search and Rescue, and the Explorer program. Bullard holds a degree in Fire Science and is recognized for developing practical, hands-on training that strengthens readiness across the department.
Deputy Chief Bullard brings deep operational experience and a proven record of advancing training programs, ensuring JFRD remains prepared for the complex challenges of modern emergency response.
The Training Division plays a critical role in JFRD’s mission, conducting multiple firefighter recruit classes annually, issuing departmental procedures, and providing specialized instruction in trench rescue, rope rescue, hazardous materials response, and advanced medical care. Its facilities include a burn building, multi-story tower, and specialized props that replicate real-world emergencies.
“Training is the foundation of public safety,” said Fire Chief Percy Golden. “With Division Chief Holmes and Deputy Chief Bullard leading this division, JFRD will continue to prepare our firefighters with the skills, knowledge, and confidence they need to protect Jacksonville.”
Through instruction, innovation, and strong partnerships with Florida State College at Jacksonville and CSX, the Training Division ensures JFRD remains at the forefront of firefighter training and emergency response.
