Chief Todd Smith leads the Emergency Preparedness Division. He joined JFRD in 1997.

Todd Smith is the Division Chief of the Emergency Preparedness Division within the Jacksonville Fire and Rescue Department (JFRD).  He also serves as Division Chief of Duval County Emergency Management, and as a member of the City of Jacksonville’s Security and Emergency Preparedness Planning Council.

His duties include responsibility for Duval County’s Emergency Operations Center. In that critical role, Smith proactively oversees a team that works with the Jacksonville community to prepare for, protect against, respond to, recover from, and mitigate all hazards.  Prior to his appointment as Division Chief, Smith served as the Emergency Preparedness Division’s Homeland Security Manager. He continues to focus on partnering with local, state, and federal agencies and organizations to ensure that our community is prepared to deal with the consequential hazards we may face.

A Jacksonville native, Smith’s public service career spans nearly 30 years. His introduction to professional firefighting began with the Nassau County Fire and Rescue Department in 1992. Smith then joined the JFRD in 1997. His first assignment was Fire Station 21, located in Lakewood. In his career, Smith has not only promoted through the JFRD ranks, he also has served as the Special Operations Training Coordinator for JFRD’s Training Division. He has taught the advanced techniques of Urban Search and Rescue as well as hazardous materials response. He also has taught the specialty firefighting techniques associated with aircraft incidents, shipboard fires and wildland firefighting.
 
Division Chief Smith serves on several state committees and has a wide array of incident management experience, including special events and the multi-agency responses to Hurricane Katrina, Hurricane Matthew, Hurricane Irma, and COVID-19. He also is a National- and State-licensed Paramedic, a State of Florida Fire and EMS Instructor, and he has earned several academic degrees, including a Master’s in Business Administration and a Master’s in Public Administration. 
 
During his career, Smith has received numerous awards and special unit citations, including the Liberty Mutual Insurance Company’s Valor and Exceptional Service Award, Florida Professional Emergency Manager, Certified Emergency Manager, and Chief Fire Officer Designation.
